just start, try to find a good program for you, there is OpenToonz, there is Adobe Flash CS6 or adobe animate, see what fits you better. i started by watching spazkid's tutorial back on 2015 then i just did it

chromebook is actually the only thing i DONT have lol i got macbook, pc, ipad..
@phantomnoiz look up Adobe archive and download Adobe flash because they took it off of the air I think that's why it's called right so it really doesn't matter if you pirate it or not
What I've learned from it is that, you go in with no expectations of doing good. And learn from videos like Alan becker for example as time goes on. I would recommend checking out "Richard Williams: survival kit on animating" for further in depth analysis.
Then again, never be afraid to try it for the first time, gotta start fresh. That's how I started.
